Emergency Communications Coordination

The following are communication protocols to use for coordinating emergency response both into and through the construction project area through the period of various traffic closures this summer. This period is expected to start on or about May 19, 2005, and last for about 66 days, or until August 1. With luck and good weather the period will be shorter than that. The intent of the following protocols is to provide accurate information about the work zone in as simple a manner as possible.

  • Traffic closures will be depicted on this website. Specific emergency response information will also be posted there, as appropriate.
  • Each morning, between 8:00 and 9:00 a.m., the ODOT Project Manager will call the Central Lane 9-1-1 Supervisor’s desk [(541) 682-2791] and confirm that the traffic closure pattern is the same as that depicted on the website, discuss any expected variations, and describe the work expected over the next 24 hours. The intent is to provide general reassurance of the overall jobsite traffic pattern so that dispatchers can plan responding unit routes accordingly.
  • Specific traffic closures will be reported by the Contractor’s Traffic Control Supervisor (TCS) [Kevin Crain (971) 241-2832] to Station 2 [(503) 378-2299], as described in the project contract special provisions. {This will be the same information discussed with the project manager, above} Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541)682-3639] to update the website.
  • In the event of an unforeseen road closure, the TCS or ODOT project inspector will call Station 2 [(503) 378-2299] to report the event immediately. Station 2 will dispatch Incident Response., OSP or other State resources and call Central Lane 9-1-1 to describe the closure (an example of this is if a piece of equipment stalls across a ramp and we need to divert traffic around it until we can clear the ramp). Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541) 682-3639] to update the website.
  • In the event of a fire or medical emergency within the Contractor’s work area (i.e. behind the barrier, off traffic) the nearest available mobile phone will be used to call 9-1-1. The caller will identify the location of the incident and describe an access route to the incident’s location. The caller will then call Station 2 to inform them of the incident. Station 2 will coordinate any necessary State forces. Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541) 682-3639] to update the website.
  • In the event of a traffic accident within the work zone that is witnessed by the Contractor’s staff or ODOT staff, that person will call 9-1-1, describe the nature of the accident, and if possible suggest access routes to the incident. In this situation, traffic may be backed up behind the crash, in the narrowed travel way, making it nearly impossible to access the site in the direction of traffic. If an access can be made through the Contractor’s work area, the caller will communicate that to dispatchers. If traffic is completely stopped and it is safe to do so, emergency vehicles may take the unusual step of accessing the site from an adjacent off ramp in a direction opposing the flow of traffic. This would be a least preferred option. The caller will then call Station 2 to inform them of the incident. Station 2 will coordinate any necessary State forces. Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541) 682-3639] to update the website.
  • In the event of a traffic accident within the work zone that is not witnessed by ODOT or Contractor staff, but is reported via 9-1-1 to Central Lane 9-1-1, dispatchers will dispatch the necessary emergency responders to the scene, and then contact Station 2 [(503) 378-2299] so they may dispatch necessary State Forces. Station 2 will then call the Contractor’s TCS [Kevin Crain (971) 241-2832] to inform him of the incident and request any assistance needed from the Contractor. The TCS will then call the ODOT inspector for the shift and inform that person of the incident. Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541) 682-3639] to update the website.
  • Any situations outside the above described events will be coordinated through Central Lane 9-1-1, as appropriate, at the judgment of the person observing it. Central Lane 9-1-1 and Station 2 are encouraged to call each other to share information or discuss specific situations. The ODOT Project Manager will be the overall focal point for general project questions. That person will be listed on the website, under the “Project Contacts” tab on the left side of the front page. Station 2 will update the Highway Advisory Radio (HAR am 1660) if needed, and contact LCOG [Petra Schuetz (541) 682-3639] to update the website.
