Work Schedule
The anticipated schedule identifies removal of existing asphalt and Portland cement concrete, excavation for placement of aggregate base rock, and the installation of the stormwater pipe system. This work is expected to extend through the middle of September 2007 on 8th Avenue and Hilyard Street.

What are the Phase 2 Courthouse District Transportation Improvements? 
The second phase of construction for street improvements in the Courthouse District is scheduled to begin this summer. This work will reconstruct 8th Avenue between Ferry Street and Hilyard Street and construct Hilyard Street, parallel and adjacent to the Union Pacific Railroad from Ferry Street to Broadway. New traffic signals will be constructed at 8th Avenue and Mill Street, and at Hilyard and 8th Avenue (which crosses the UPRR to the north). Installing a traffic signal at 8th and Mill will provide a pedestrian connection from downtown to the Courthouse District and to the Willamette River. The traffic signal at Broadway and Hilyard will be reconstructed to allow for two new right turn lanes onto the new section of Hilyard from Broadway to High Street. Asphalt pavement preservation is also included in this contract for Franklin, Broadway, 7th Avenue, Ferry Street Viaduct off ramps and Mill Street.

How Is The Project Being Funded?
The construction project is estimated to cost approximately $4.0 million. The bulk of the money will come from federal highway funds. Additional project funding is coming from Lane County and from Eugene’s downtown urban renewal district.  There will be no direct assessments to property owners.

Noise, Dust  And Other Construction-Related Inconveniences
In addition to traffic impacts, projects of this sort include construction-related inconveniences such as noise, dust and delay. The staff at the Eugene Public Works Department will work individually with residents and businesses in the construction area to anticipate and mitigate as much as possible these inconveniences.
