Work continues on Highway 99 between Roosevelt and Enid Road. Early next month, the contractor Work will continue to complete the work on Highway 99 between Garfield Ave. and Enid Road. The contractor has begun work on 6th and 7th Avenues between Garfield and Washington Streets. Lanes will be closed between the hours of 7:00 p.m.and 6:00 a.m. Monday evening through Friday morning. Flaggers will direct traffic near intersections as required.

The Work Schedule
Completion of the majority of the project is scheduled for the end of 2010. The bridge work near Roosevelt is scheduled for completion by June 2011. Much of the project will be constructed during nighttime hours, between 7 p.m. and 6 a.m.
Project description
This project replaces the deteriorated asphalt pavement on this roadway. The project will grind the existing pavement and replace it with a new asphalt inlay between Enid Road and Roosevelt Boulevard and between Garfield Street and Washington/Jefferson Streets.
The project will also:
- Reinforce and repair the bridge over the Central Oregon and Pacific Railroad, and widen the walkway of the bridge
- Realign lanes at 7th and Washington to provide two lanes to I-105
- Build a new sign bridge near 7th and Washington to reflect the new lane configuration
- Improve the signals at Royal & OR 99 and Fairfield & OR 99 by adding flashing yellow left turn arrows
- Upgrade pedestrian crossings with audible signals
What about the section of OR 99 between Roosevelt Blvd. and Garfield?
Paving of a third section of OR 99, between Garfield and Roosevelt was originally scheduled to be included in this phase of the project. However, closer inspection and analysis of the deteriorating road condition revealed that the substructure beneath the road couldn’t provide an adequate foundation for a pavement overlay.
Separate funding was secured and work on the $5 million rebuilding and resurfacing of the Garfield to Roosevelt section is scheduled for 2011.
How Is The Project Being Funded?
Funding for the 2010 project comes from the STIP (State Transportation Improvement Program).
Funding for the 2011 project comes from an ODOT fund comprised of savings in costs from other pavement preservation projects.
Traffic and other Impacts
During construction from August through December, motorists should expect reduced speeds, lane closures, flaggers at intersections, and travel on uneven pavement. There could also be short delays for construction equipment and noise levels normally associated with bridge construction.
